This paper presents a method for optimal load curtailment in a power system-taking into account of generator control effe cts and voltage and frequency characteristics of loads. The optimization problem is solved by a second-order gradient technique.Rigorous formulation and inclusion of all security related constraints assures that the solution always represents a secure system. It is shown that the solution speed can be increased by approximating the second-order matrix using the complementary Davidon-Fletcher-Powell up date. The method is illustrated on alO-bus and II= 30-bus systems. This method appears to be attractive for security studies and for operational planning.en_US
